The Hawaii Hustle: How Go X Turned Legal Limbo Into Island-Wide Success

From Operating in a Gray Area to Becoming Hawaii's Go-To Scooter Company (2021-Present)
Sometimes being first means being patient. In February 2021, when Go X launched in Waikiki with just 100 scooters, we were technically operating in legal limbo. Electric scooters were classified as mopeds under Hawaii law, making them essentially illegal on streets and sidewalks.
But we knew change was coming. And when it did, we were ready.
The Game-Changing Day: July 6, 2021
When Governor David Ige signed House Bill 72 into law (Act 174), it wasn't just another piece of legislation. It was validation of everything we'd been building.
The new law did something brilliant: It required electric scooters to "only be stored or docked at specific locations that shall be authorized by the counties."
Sound familiar? That's literally our business model. While other companies would have to completely restructure their operations, Go X was already 100% compliant. We'd been partnering with local businesses from day one, never cluttering sidewalks, never abandoning scooters on beaches.
As our CEO Alex Debelov told Hawaii News Now: "I'm excited because it creates a certain level of standards behind micro mobility solutions... all of our scooters are safe."
The Numbers That Shocked Everyone
By the time the law was signed in July 2021 – just 5 months after our launch – Go X had already achieved:
- 50,000+ rides
- 250,000+ miles traveled
- $100,000+ in revenue for some partner businesses
- 12,000 gallons of gas saved
- 235,000 pounds of CO2 prevented
And this was just the beginning.
Addressing the Confusion Head-On
Not everyone understood our vision immediately. In February 2021, our CEO went on Hawaii Public Radio's "The Conversation" to address confusion about our launch and explain why our model was different.
The message was simple: We're not here to invade. We're here to partner. We're not here to clutter. We're here to organize. We're not here to take. We're here to give back.

The Hawaii media quickly recognized what we were building:
- Star-Advertiser highlighted how the industry was "charged up" by the new law
- Pacific Business News noted Go X was "set to capitalize" on the regulations
- Hawaii Free Press covered our celebration and compliance
- YouTube coverage showed real riders enjoying our service
Perfect Timing Meets Perfect Execution
The timing couldn't have been better. Hawaii was experiencing:
- Rental car shortage – tourists needed alternatives
- Tourism recovery – Waikiki was coming back to life
- Congestion concerns – less parking, more traffic
- Environmental awareness – zero emissions mattered more than ever
Ray from Waikiki Motorsports, one of our early partners, told Hawaii News Now: "There's not a lot of space, there's not a lot of parking. These little mobility vehicles actually help that situation."
From 100 to Thousands: The Growth Story
What started as a 100-scooter trial in Waikiki evolved into:
- 50+ partner locations across Oahu by 2022
- 500,000+ rides generating millions in revenue
- Expansion planning for neighbor islands
The rental car shortage that could have crippled tourism? We helped solve it. The congestion that frustrated locals? We helped reduce it. The businesses struggling to recover? We helped them earn new revenue.
2024: The Neighbor Island Revolution
By March 2024, we were ready for our biggest expansion yet. Pacific Business News reported our plans to bring Go X to Maui and the Big Island.
This wasn't just growth – it was validation that our model works everywhere in Hawaii. From Waikiki's urban density to Maui's resort communities to Big Island's spread-out attractions, Go X adapts to each island's unique needs.
The Law That Changed Everything
Looking back, that 2021 law didn't just legalize scooters – it endorsed our specific model:
- 15 mph speed limit ✓ Our scooters already complied
- Age restrictions (15+) ✓ Our app already verified
- Designated parking only ✓ Our business model from day one
- County regulations ✓ We work with each county individually
While competitors scrambled to comply, we celebrated. We weren't adapting to the law – the law validated what we'd been doing all along.
